Elaine Chao was born in Taiwan to her father, James S. C. Chao, and mother, Ruth Mulan Chu Chau.

Her father started his career as a merchant mariner. Later in 1964, he founded his own company named Foremost Maritime Corporation in New York City, which developed in the Foremost Group.

Her mother, Ruth, was a historian and the matriarch of a Chinese-American philanthropic family. She was dedicated to the Ruth Mulan Chu Chao Center by Hardware Business School in 2016.

Her father was in New York three years earlier when Elaine, with her two sisters and mother, moved to the United States on a 37-day freight ship journey.
